A brāhmaṇa keeps singing, day and night, of the supreme Lord whose name is Vāsudeva. This first line sets up who is acting and what he does; the result comes in the next line.

Such a brāhmaṇa attains sālokya — he comes to live in the very world of Hari. And his singing turns out to be greater even than the singing of Rudra. So the verse promises two things: Hari's own abode, and a song that surpasses Rudra's.

Why cited: The payoff of the citation: it proves the two claims the ācāryas will unpack — attaining Hari's world, and a devotee's song outranking even Rudra's.

Why does the verse bother to say 'a brāhmaṇa'? Because for a brāhmaṇa, singing as such is forbidden. So the point of the word is 'even a brāhmaṇa.' Even one whose class is barred from singing wins this fruit when he sings of Vāsudeva. The particle api, 'even,' is doing the work: the reward reaches even the least likely singer.
सामान्य गायन तो ब्राह्मण के लिए निषिद्ध है; इसीलिए यहाँ "ब्राह्मण भी" कहा गया — ऐसा इसका अर्थ है।
The word gāna-sāmānya, 'singing in general,' matters: it is unqualified song — worldly, ordinary singing — that dharma-śāstra bars to a brāhmaṇa. Holding that phrase in mind sets up Mukunda's point below, that the ban was never about singing of the Lord.
यहाँ "गान-सामान्य" (गान-मात्र) शब्द महत्त्व रखता है: जो विशेषण-रहित, लौकिक, साधारण गायन है — उसी को धर्मशास्त्र ब्राह्मण के लिए वर्जित करता है। इस बात को ध्यान में रखने से आगे की वह बात सधती है कि यह निषेध कभी भगवान के गान के विषय में था ही नहीं।

Here they unpack the verse's last words. 'Greater than Rudra's singing' means this: even set beside singing that Rudra himself performs, the brāhmaṇa's singing — done right in front of the Lord — comes out greater. Note the two conditions they read in: the comparison is to Rudra as the singer, and the brāhmaṇa's edge holds specifically because his song is offered in Bhagavān's own presence.
भगवान के सामने उस ब्राह्मण का गान, रुद्र के अपने गान से भी बढ़कर हो जाता है — ऐसा इसका अर्थ है।
rudra-kartṛka, 'having Rudra as the doer/singer,' spells out that the comparison is with Rudra's own performance; the ācāryas add bhagavad-agre, 'before the Lord,' as the setting that makes the devotee's song outrank it.
"रुद्र-कर्तृक" अर्थात् "जिसका कर्ता (गानेवाला) रुद्र हो" — इससे स्पष्ट होता है कि तुलना स्वयं रुद्र के गान से की जा रही है; और आचार्य "भगवान के सामने" (भगवद्-अग्रे) जोड़कर वह प्रसंग बताते हैं जिसमें भक्त का गान उससे भी बढ़ जाता है।
