This is the first half of the verse. It lists what people want. Heaven and liberation — the two great goals. And wealth of every kind: the riches of the lower worlds and the riches here on earth. The sentence is not finished yet; the next line names the one root of all of it.

Jīva opens by naming the verse he is explaining. He says: in this verse the poet puts one thing, worship, in the foreground. But by doing that he is also quietly pointing to something more. Making arcana primary hints at the greatness of the other limbs of devotion as well.
इस श्लोक में अर्चन को प्रधान बनाकर, भक्ति के शेष अंगों की महिमा भी संकेत रूप में दर्शाई गई है।
bhakty-antara: the '-antara' means 'other (of the same class)', so bhakty-antara = the other members of the nine-fold bhakti (hearing, chanting, remembering, etc.), not a different kind of devotion.

Now he explains the key word. When the verse says 'root', it is speaking only about the greatness of worship. Worship is the root; everything else is secondary. So why is anything else ever prescribed? Only because worship is missing. When a person cannot do arcana, then other means get enjoined in its place. That is the meaning of calling worship the root.
इस प्रकार ‘मूलम्’ शब्द से यह बात अर्चन की महिमा में ही लिखी गई है। परन्तु अन्य साधन तो उसके (अर्चन के) अभाव में ही विहित होते हैं — ऐसा अर्थ है।
mūla ('root'): calling worship the 'root' makes it the source everything else draws from; the other means are branches that are recommended only when the root itself is unavailable.

Jīva now cites the Bhāgavata (11.14.3), the Lord speaking. He says: this teaching of mine, the one called the Veda, was lost when time brought on the great dissolution. So at the start of the new creation I spoke it again, to Brahmā. And in that teaching the dharma prescribed is nothing but myself — I am its very heart.
काल के प्रभाव से यह वाणी, जो ‘वेद’ कहलाती है, प्रलय में नष्ट हो गई। उसे मैंने सृष्टि के आदि में ब्रह्मा को कहा — जिस वाणी में वर्णित धर्म मेरे ही स्वरूप वाला है।

He adds a second proof, quoting the Bhāgavata (2.3.10). The famous line runs: whether a person is free of all desire, or wants everything there is — and everything in between. That backs up the claim that worship is the universal root.

Here Jīva offers a different reading of why worship is called the root — and he leaves it standing as a second option, not replacing the first. On this reading: for people who have turned away from the Lord, even some other spiritual practice will simply not work. It bears no fruit for them. So worship is the root in this sense too — without turning toward Him, nothing else even succeeds. The quotes that follow support this second reading.
अथवा — उन (भगवान्) से विमुख पुरुषों के लिए अन्य साधन भी सिद्ध नहीं होता; इस कारण (अर्चन ही मूल है)।
bahirmukha: literally 'face turned outward', i.e. turned away from the Lord toward worldly ends; here it names the person for whom even an alternative sādhana yields no result.
‘बहिर्मुख’ का शाब्दिक अर्थ है ‘जिसका मुख बाहर की ओर मुड़ा हो’ — अर्थात् भगवान् से विमुख होकर सांसारिक फलों की ओर उन्मुख; यहाँ यह उस व्यक्ति को दर्शाता है जिसके लिए अन्य साधन भी निष्फल रहता है।

Jīva now backs the second reading with proof. He says: and that failure of other means is shown by the Bhāgavata line (8.23.16) about a defect arising 'from the mantra or from the ritual method'. The point: for those not turned toward the Lord, some flaw creeps in — a fault in the chanting or a fault in the procedure — and the practice does not deliver. So it fails, just as he said.
और वह (असिद्धि) ‘मन्त्र और विधि की दृष्टि से छिद्र आ जाता है’ — इत्यादि वचनों से सिद्ध होती है।
