upalakṣaṇamis only a pointer, an indicatory mark not an exhaustive qualifierउपलक्षण है (केवल संकेत, नियामक विशेषण नहीं)
rathena iti — the word 'with the chariot'; upalakṣaṇam — is only an indicatory mark.
Jīva takes up the word 'chariot.' He says it is an upalakṣaṇa — a pointer that stands in for a whole class, not a strict limit. The verse names the chariot only as one example, not to shut out every other vehicle.
upalakṣaṇa: in Nyāya usage, an incidental mark that only helps you locate the thing (contrast viśeṣaṇa, a defining quality that is part of the thing). Homely example: 'the house with the crow on it' — the crow only points you to the house and can fly off (upalakṣaṇa); 'the blue lotus' — the blue really belongs to the flower (viśeṣaṇa). Here 'chariot' is the crow, not the blue: it merely points to 'some conveyance,' so any vehicle counts.

anyena api iti — 'by another vehicle also'; unneyam — is to be inferred and supplied; iti bhāvaḥ — that is the import.
Since 'chariot' is only a pointer, you must fill in the rest yourself. Read it as 'with the chariot — or with any other vehicle too.' That reading has to be inferred. That, Jīva says, is the real sense of the line.

evam — in the same way; pūrvatra ca — in the earlier passage too; yānārūḍham iti atra — at the phrase 'mounted on a vehicle'; jñeyam — this same point is to be understood.
Jīva then extends the point backward. The earlier verse on rising to greet the Lord said he came 'mounted on a vehicle' (yānārūḍham). Read that word the same way — as a pointer, not a limit. Whatever conveyance he arrives on, the teaching holds.
