This verse is quoted from the Brahma-vaivarta Purāṇa. It praises fasting on Ekādaśī — the subject word waits in the second line. The first line says three things about that fast. First: it wipes out every sin, with no exception. Second: it is a meritorious act. Third: and that merit is of the highest, final kind — not ordinary merit, but the absolute sort. The word tathā, 'and likewise,' hands us on to the fourth thing, which comes in the next line.
यह (उपवास) समस्त पापों का शमन कर देने वाला है। और वैसे ही यह अत्यन्तिक — अर्थात् परम — पुण्य भी है।
