Just as the do's and don'ts of ritual law do not come near a person who is already liberated. Those rules simply get no grip on him. This is the first half of the comparison; the matching half is in the next line.
जैसे विधि और निषेध मुक्त पुरुष के पास बिलकुल नहीं पहुँचते।
Why cited: Agastya-saṁhitā verse quoted to prove that ritual injunctions and prohibitions no longer bind the qualified Rāma-devotee.

So too the do's and don'ts do not touch the worshipper of Rāma. And this is a worshipper who did begin properly, following the prescribed rites. Once he is established in that worship, the rules no longer reach him — exactly as they no longer reach the liberated person.
वैसे ही वे (विधि और निषेध) विधिपूर्वक उपासना करने वाले राम-उपासक को भी नहीं छूते।
Why cited: The second half of the analogy: the rule-following Rāma-worshipper is placed on a par with the mukta, whom vidhi and niṣedha no longer bind.

Jīva explains two words from the verse. The 'do's and don'ts' are the ones from the smṛti — the ritual rules of the law-books. And 'according to rule' means worship performed together with both the Vedic and the Tāntric procedures of worship.
यहाँ 'विधि-निषेध' का अर्थ है स्मृतिमूलक विधि-निषेध। और 'विधिपूर्वक' का अर्थ है वैदिक तथा तान्त्रिक पूजा-विधि के सहित।
smārta (from smṛti, 'what is remembered' — the law-books) vs śrauta (from śruti, 'what is heard' — the Veda proper): here smārtau restricts the 'do's and don'ts' to the smṛti-based ritual injunctions. Viśvanātha will widen this to include the śrauta ones as well.
स्मार्त (स्मृति से, अर्थात् धर्मशास्त्र) और श्रौत (श्रुति से, अर्थात् साक्षात् वेद) — इन दोनों में भेद है। यहाँ 'स्मार्तौ' कहकर विधि-निषेध को केवल स्मृतिमूलक कर्मकाण्ड तक सीमित रखा गया है। आगे विश्वनाथ इसे श्रौत विधि-निषेध तक भी बढ़ाएँगे।

Viśvanātha explains the same word more broadly than Jīva. The 'do's and don'ts' are both the smārta ones — from the law-books — and the śrauta ones — from the Veda itself. He includes both kinds. So on his reading the exemption covers the whole range of ritual injunctions, Vedic as well as smṛti-based.
'विधि-निषेध' स्मार्त भी हैं और श्रौत भी।
smārta (from smṛti, the law-books) vs śrauta (from śruti, the Veda proper): Jīva restricted the verse to the smārta injunctions; Viśvanātha adds the śrauta ones with 'ca', widening the exemption to cover both. The two glosses are left standing side by side, not harmonized.
स्मार्त (स्मृतिमूलक) और श्रौत (श्रुतिमूलक) — जीव ने श्लोक को केवल स्मार्त विधि-निषेध तक सीमित रखा था; विश्वनाथ 'च' जोड़कर श्रौत को भी सम्मिलित कर लेते हैं, जिससे छूट दोनों पर फैल जाती है। दोनों व्याख्याएँ बिना समन्वय किए साथ-साथ रखी गई हैं।
