Even among the one-pointed devotees, there is a highest class. They are the ones whose minds Govinda himself has carried off. Their hearts are already gone — taken by Govinda. That is what makes them the best of all.

These are people whose hearts not even the grace of Nārāyaṇa, the husband of Lakṣmī, could steal. His favor is the highest favor there is — and still it cannot pull their minds away. Only Govinda has taken them. So they stand at the very top.

govindaḥ śrī-gokulendraḥ |
govindaḥthe word 'Govinda' here means — pratīka, the word being glossed'गोविन्द' (जिस शब्द की व्याख्या हो रही है)
śrī-gokulendraḥthe Lord of Gokula, the king of the cowherd villageश्रीगोकुल के अधीश्वर
govindaḥ — the name Govinda; śrī-gokulendraḥ — means the Lord of Gokula.
Jīva first fixes who 'Govinda' is. Govinda means the Lord of Gokula. That is, Kṛṣṇa as the king of the cowherd village of Vraja, not any other form.

upalakṣaṇatvena śrī-dvārakānātho’pi |
upalakṣaṇatvenaby way of standing-for, this name also points to — instr., 'as an indicator'उपलक्षण होने के कारण (संकेतक रूप में)
śrī-dvārakānāthaḥthe Lord of Dvārakāश्रीद्वारकानाथ
apias well — he too is includedभी
upalakṣaṇatvena — taken as an indicator; śrī-dvārakānāthaḥ api — the Lord of Dvārakā too is meant.
Jīva adds that 'Govinda' works here as an indicator. So the Lord of Dvārakā is included too. Naming Gokula's Lord is enough to point at that intimate form of Kṛṣṇa as well, without listing it.
upalakṣaṇa (indicator) vs viśeṣaṇa (defining quality): a viśeṣaṇa is part of what the thing IS — 'the blue lotus,' where blue belongs to the lotus. An upalakṣaṇa only helps you pick the thing out and can point past itself — 'the house with the crow on it,' where the crow is not part of the house. Here 'Govinda / Lord of Gokula' is used as an upalakṣaṇa: it names one form but points beyond itself to gather in the Lord of Dvārakā as well.

śrīśaḥ para-vyomādhipatiḥ ||
śrīśaḥthe word 'Śrīśa' here means — pratīka, the word being glossed'श्रीश' (जिस शब्द की व्याख्या हो रही है)
para-vyoma-adhipatiḥthe ruler of the spiritual sky (Vaikuṇṭha), i.e. Nārāyaṇaपरव्योम (वैकुण्ठ) के अधिपति
śrīśaḥ — the word Śrīśa; para-vyoma-adhipatiḥ — means the ruler of the highest sky, Vaikuṇṭha.
Then Jīva fixes who 'Śrīśa' is. Śrīśa means the ruler of the spiritual sky, Vaikuṇṭha. That is Nārāyaṇa, Lakṣmī's Lord — set here in contrast to Govinda of Vraja.

tatra api ekāntinām — even among the one-pointed devotees, i.e. nānā-avatāra-bhaktānāṁ madhye — among the devotees of the various avatāras; govindaḥ śrī-gokulendraḥ — Govinda being the Lord of Gokula; tena hṛta-mānasāḥ — those whose minds are stolen by him; śreṣṭhāḥ — are the best.
Viśvanātha spells the line out. 'Even among the one-pointed' means: among the devotees of all the different avatāras. 'Govinda' means the Lord of Gokula. The best are the ones whose minds have been stolen by him — by Govinda. So out of every avatāra's devotees, Govinda's are highest.

Then Viśvanātha fixes 'Śrīśa': the Lord of Vaikuṇṭha, Mahā-Nārāyaṇa. And 'prasāda' here just means his favor, his mercy. So the verse is saying: even the mercy of that supreme Lord of Vaikuṇṭha cannot pull these devotees' hearts away from Govinda.
