Why do they fear nothing? Because, apart from Śrī Nārāyaṇa, they have no wish to push anything away or pull anything toward themselves. Fear comes from wanting to keep some things and avoid others. Take away that grasping-and-rejecting outlook, and fear has no foothold. Jīva is glossing the first line's 'they fear nothing.'
श्रीनारायण को छोड़ और किसी को त्यागने या ग्रहण करने की दृष्टि जिनमें नहीं है, इसी कारण वे निर्भय हैं।
hāna-upādāna: 'giving up and taking up' — a standard pair for aversion and attachment; here their absence explains fearlessness.

Here Jīva unpacks the compound 'tulyārtha-darśinaḥ' as a bahuvrīhi. It names those whose very nature is to see, and to actually feel, one and the same worth in heaven and hell just as in liberation. Notice he reads 'tulya' as 'one and the same,' not merely 'similar.' And he adds 'anubhavitum' — they do not just look on these states as equal, they experience them as equal.
जैसे अपवर्ग में, वैसे ही स्वर्ग और नरक में भी एक ही समान प्रयोजन देखना और अनुभव करना जिनका स्वभाव है — वे ऐसे भक्त हैं।
śīlaṁ yeṣāṁ te: the frame 'those whose disposition is X' is the giveaway that Jīva is resolving the verse's bahuvrīhi compound into a full relative clause.

Jīva now proves that 'tulya' here means 'one and the same,' not just 'similar.' His evidence is a parallel from grammar. Pāṇini's rule 'raṣābhyāṁ no ṇaḥ samāna-pade' says n turns into ṇ after r or ṣ when they stand in the samāna-pada. There 'samāna' plainly means 'one and the same word,' not 'a similar word.' Just so, 'tulya' in the verse means one identical worth. The devotee does not see heaven and hell as merely alike; he sees them as of exactly the same value.

Viśvanātha marks the verse by its opening word, 'nārāyaṇa,' as the passage he is about to explain. This is just the catchword that flags which verse the comment belongs to.

Viśvanātha raises a question and answers it. The question: granted that these devotees possess the greatness of standing above everyone, what is the cause of it? The answer: it is their fixed devotion to Nārāyaṇa alone — nothing else. And this, he says, is exactly what the verse 'nārāyaṇa-parāḥ' is stating. So the very word 'nārāyaṇa-parāḥ' names the cause of their supremacy.
शंका — भक्तों के इस प्रकार सर्वोत्तम माहात्म्य से युक्त होने में क्या कारण है? इस पर कहते हैं — नारायण में दृढ़ निष्ठा ही एकमात्र कारण है, और कोई नहीं; यही 'नारायण' इत्यादि श्लोक से कहा जाता है।
niṣṭhatva: 'the state of being firmly grounded in', settled steadfastness; here the single cause Viśvanātha allows for the devotees' supremacy.
'निष्ठत्व' अर्थात् 'किसी में दृढ़ता से स्थित होने की अवस्था', अटल स्थिरता; यहाँ यही वह एकमात्र कारण है जिसे विश्वनाथ भक्तों की श्रेष्ठता के लिए स्वीकार करते हैं।

Viśvanātha glosses the word 'sarve,' 'all,' in the verse. He says it is not only Citraketu and a few others like him who are fearless in this way. Rather, every single such devotee is. The verse's 'all' is meant strictly — no devotee of Nārāyaṇa is left out.
केवल ये चित्रकेतु आदि ही नहीं, अपितु ऐसे सभी भक्त इसमें आते हैं।
citraketu: the king whose story frames this section of the Bhāgavata; 'prabhṛti' ('…and the rest') generalizes from him to the whole class of such devotees.
'चित्रकेतु' वह राजा है जिसकी कथा भागवत के इस प्रसंग का आधार है; 'प्रभृति' ('आदि, और ऐसे ही') उससे सामान्यीकरण करके ऐसे समस्त भक्तों तक विस्तार कर देता है।

Viśvanātha closes by explaining why the devotee sees heaven, liberation, and hell as one and the same. All three equally lack the joy of devotion to Nārāyaṇa. Because none of them holds that joy, none is more appealing than another — all three are equally distasteful. That, he says, is the point of the verse. The devotee is not indifferent from dullness; he simply finds nothing to want in any state that is empty of bhakti.
'स्वर्ग' इत्यादि उत्तरार्ध का अभिप्राय — तीनों (स्वर्ग, मोक्ष, नरक) में भक्ति-सुख न होने के कारण उनके अरुचिकर होने में कोई भेद नहीं है; इसी से वे तीनों समान हैं — ऐसा तात्पर्य है।
arocakatva: 'the quality of being unpalatable / unappetizing' — the metaphor is of food that rouses no appetite; here all three destinations rouse no relish, because none contains the taste of devotion.
'अरोचकत्व' अर्थात् 'अरुचिकर, अनाकर्षक होने का भाव' — रूपक ऐसे भोजन का है जो भूख नहीं जगाता; यहाँ तीनों ही गतियाँ कोई रुचि नहीं जगातीं, क्योंकि किसी में भक्ति का रस नहीं है।
