Jīva sets up the verse. Rūpa is illustrating the fruit of bhakti. He mentions arcana, deity-worship. But he mentions it only as a pointer — arcana here stands in for devotional service as a whole, not for worship alone. With this in mind, Rūpa quotes the verse beginning 'evaṁ.'

upalakṣaṇa vs. viśeṣaṇa: a viśeṣaṇa (defining mark) is a trait that is part of the thing itself — 'the blue lotus,' where blue truly belongs to the lotus. An upalakṣaṇa (indicating mark) only helps you locate the thing and need not stay — 'the house with the crow on the roof': the crow just points the house out. Here arcana is an upalakṣaṇa: it merely points to bhakti in general; the fruit belongs to all bhakti, not to arcana alone.
उपलक्षण बनाम विशेषण — विशेषण वह परिभाषक लक्षण है जो वस्तु का अपना अंग हो, जैसे 'नील कमल' में नीलापन कमल का अपना है। उपलक्षण केवल वस्तु को पहचानने में सहायक होता है और हट भी सकता है, जैसे 'छत पर कौए वाला घर' — कौआ बस घर की ओर संकेत करता है। यहाँ अर्चन उपलक्षण है — यह समस्त भक्ति की ओर संकेत मात्र करता है; फल सारी भक्ति का है, केवल अर्चन का नहीं।

Here is the proof-text. Take any of three people: one who wants nothing, one who wants everything, or one who wants liberation. Whichever he is, the person of clear, broad mind should worship the Supreme Person by intense devotion. So bhakti is the single means that grants whatever a person seeks — which is exactly the point of the fruit-verse.
निष्काम हो, सर्वकाम हो, अथवा मोक्ष की कामना वाला हो — उदार बुद्धि वाला मनुष्य तीव्र भक्ति-योग के द्वारा परम पुरुष का यजन करे।
Why cited: Scriptural proof (BhP 2.3.10) that everyone alike — desireless, full of desires, or seeking liberation — should worship the Supreme Person by bhakti; so bhakti is the one means yielding every fruit.
क्यों उद्धृत: शास्त्र-प्रमाण (भा.पु. 2.3.10) कि सभी समान रूप से — निष्काम, सकाम अथवा मोक्षार्थी — भक्ति के द्वारा परम पुरुष का यजन करें; अतः भक्ति ही एक मात्र साधन है जो हर फल देती है।
puruṣa here is not the puruṣa of Sāṅkhya (the passive individual self) but puruṣaṁ param, the Supreme Person, Bhagavān.
यहाँ 'पुरुष' सांख्य का पुरुष (निष्क्रिय जीवात्मा) नहीं, अपितु 'परम पुरुष' — भगवान् — है।
