Kṛṣṇa is recounting a past pastime to Uddhava. In it, proud Rādhā asks her friend: "O guileless one, who is this dark girl who has just appeared? What is a cowherd-girl doing here?"
An udāharaṇa of vadhū-veśa-dhṛtiḥ, "taking on a bride's (woman's) dress" — Kṛṣṇa disguising himself as a girl — quoted from the Uddhava-sandeśa (64). The verse embeds a dialogue between proud Rādhā and Viśākhā, which Kṛṣṇa is retelling.

The reply comes back: "She has come seeking your friendship — she has been made a companion for you."

Then the urging: "Embrace her, again and again!" And Rādhā, doing exactly that, recognized me — Kṛṣṇa — through the disguise.

nārī-veśaṁ māṁ viditvā — recognizing me in woman's dress; hriyam upayayau — she grew bashful; yatra māninī rādhā — [the Vraja] where proud Rādhā [is].
Recognizing me there in that woman's dress, she was overcome with shyness. The verse ends on "where proud Rādhā is" — a dangling relative that, as Viśvanātha notes next, reaches back to the previous verse.

Viśvanātha sets the scene. Kṛṣṇa had once tasted the sweetness of the back-and-forth talk between proud Rādhā and Viśākhā. Now, wanting Uddhava to savor it again, he recites this "ka iyam..." verse.

The verse's closing "where proud Rādhā is" (yatra) has no main clause of its own. Viśvanātha tells you to read it with the previous verse, whose command was "go there": go to that Vraja where Rādhā is. The two verses construe as one.
