L1definition
priya-vākyasya racanaṁ yat tu tat sāma gīyate ||
priya-vākyasyaof kind, coaxing words gen. dependent on racanamप्रिय (मीठे) वचन का
racanamthe arranging, the stringing-together — this is the thing being definedगूँथना, सजाकर कहना
yat tuthat which — now (tu marks the next item in the list of tactics)और जो कुछ
tatthatवह
sāmais sāma, conciliationसाम
gīyateis what people call itकहलाता है
yat tu priya-vākyasya racanam — arranging kind, coaxing words; tat — that; sāma gīyate — is called sāma.
The arranging of kind, coaxing words — that is what is called sāma, conciliation.
The lakṣaṇa (definition) of sāma, one of the tactics a lover uses to win over a sulking beloved; the lead-in tatra sāma— sets it off. The illustrating verse follows in L2–L5.

sundari rādhe — O lovely Rādhā; me pṛthunā aparādhena — through a great fault of mine; [tat] jātam — this has come about; tathyam eva — and that is quite true.
O lovely Rādhā — it's true, quite true: this has come about through a great fault of mine.
The udāharaṇa (illustration) of sāma, 'conciliation,' just defined in L1 — Kṛṣṇa's own coaxing words to the sulking Rādhā. He opens by conceding the fault, the first move of conciliation.

kintu — but; tvadīyaḥ svārasikaḥ snehaḥ — your love, welling up on its own; balī — is strong; [saḥ] mama atra śaraṇam — that is my refuge here.
But my one refuge in this is your love — the love that rises on its own from your heart. And that love is strong.
The second move of sāma: having owned the fault, he pleads not his merit but her own spontaneous affection, and calls it strong — strong enough to outweigh the offence.

hareḥ iti giram ākarṇya — hearing this speech of Hari; natamukhī [sā] — she, her face bowed; bāṣpāmbhasām dhārayā — with a stream of tears...
Hearing these words of Hari, she bowed her face, and with a streaming flood of tears...
The verse now leaves Kṛṣṇa's speech and describes Rādhā's response; the sentence runs on into L5.

A rūpaka (metaphor): the breasts are cast as maṅgala-ghaṭau, the pair of auspicious water-pots set up for a festival, and the falling tears are the water that brims them over — her weeping at his plea is itself read as the festive rite of love beginning.

maṅgala-ghaṭau pūrṇau iti anena — by the words 'the two auspicious pots made full'; ghaṭa-sthāpane — to the pot-installation; aṅga-pūjā-aṅga-bhūte — a component of aṅga-pūjā; sva-saṁmatiḥ dattā — his own assent is given.
Viśvanātha reads a second layer in 'the two auspicious pots made full': with those very words the author signals his own approval of ghaṭa-sthāpana — the installing of the sacred water-pot — which is one limb of aṅga-pūjā, the ritual worship of the deity's limbs.
aṅga-pūjā and ghaṭa-sthāpana are terms from Tantric/Paurāṇic worship: aṅga-pūjā is the worship of the deity's several limbs, and ghaṭa- (or kalaśa-) sthāpana is the preliminary rite of setting up a water-filled pot. Viśvanātha's point: since the poem itself calls the tear-brimmed breasts 'full auspicious pots,' the image doubles as the author's endorsement of that pot rite within limb-worship.
