Why read 'ground' as 'basis'? Otherwise the definition would pinch. Sometimes māna comes first and praṇaya only later — the section on the bhāvas says as much. So 'ground' cannot mean a fixed earlier stage; it means the basis māna rests on.
नहीं तो अर्थ संकुचित हो जाएगा। कहीं ऐसा भी होता है जहाँ मान नामक भाव पहले आता है और प्रणय पीछे। यह भाव-प्रकरण में कही बात के अनुसार सिद्ध होता है।
The 'bhāvas' are the rungs of deepening love — sneha, māna, praṇaya, rāga, and beyond; their order is not fixed, which is Jīva's point here.
'भाव' यहाँ प्रेम की बढ़ती हुई सीढ़ियाँ हैं — स्नेह, मान, प्रणय, राग आदि; इनका क्रम निश्चित नहीं, यही जीव का यहाँ अभिप्राय है।

Viśvanātha draws an implication. By calling praṇaya the 'highest' ground, the verse hints that sneha — the rung below praṇaya — is a lower ground for māna. 'Highest' implies there is a lesser one.
'उत्तम पद' ऐसा कहने से यह अर्थ निकलता है कि स्नेह अनुत्तम पद है, अर्थात् एक नीचे का स्थान।
sneha and praṇaya are consecutive rungs of the love-ladder (sneha → māna → praṇaya); calling praṇaya 'highest' places sneha one step down.
