Here is the definition of udghūrṇā. It is the extraordinary behavior that comes of many kinds of vaivaśya — helpless loss of self-control. Overcome, the heroine is no longer her own mistress, and acts out in strange, uncommon ways. That whirling distraction is called udghūrṇā.
The lakṣaṇa (definition verse) for udghūrṇā, a state of the divine madness of separation (divyonmāda): the lover, overwhelmed and no longer self-possessed, cycles through many disordered behaviors. L2-L5 are its udāharaṇa (illustration).

The udāharaṇa (illustrative verse) for udghūrṇā, defined in L1: the extraordinary behavior born of manifold helplessness. Across L2-L4 Rādhā runs through the roles of the aṣṭa-nāyikā one after another — vāsakasajjā, khaṇḍitā, abhisārikā — each in a separate 'kvacit' moment. Per Viśvanātha (s1) the verse is Uddhava's report to Kṛṣṇa; the 'You' of L5 is Kṛṣṇa.

Why cited: Cited from Bhāgavata 10.47.9, the opening of the Bhramara-gīta ('Song to the Bee'), as the upajīvya — the scriptural passage Rūpa's illustrative verse draws upon. Jīva reads its 'certain gopī' as Rādhā (s5), grounding the verse's distracted states in scripture.

On this same footing, Jīva adds, even Rādhā's citra-jalpa — her varied, distracted love-ravings — will later be shown as something extraordinary. They are not idle chatter, not like the chief queen's casual 'O swan, welcome, be seated' in the Bhāgavatam — some random thing. (The verse's final word here is unclear.)
The reference is Bhāgavata 10.90.24, where a crowned queen of Dvārakā, in the Mahiṣī-gīta ('Song of the Queens'), lightly addresses a swan. Jīva's point: Rādhā's citra-jalpa (her ten-fold 'variegated' ravings of the Bhramara-gīta, treated later in UN) is of a wholly higher order, not casual like that. The closing token 'tatyā' is garbled in the text and left unresolved.
