romāṇi — the body-hairs; sarvāṇi api — every last one; bāla-bhāvāt — because of their bāla-nature (their being hairs / a child's disposition)
Every hair on her body — because of its bāla-nature — did something. And 'bāla' is the hinge word: it means both 'a hair' and 'a child', so the line says at once 'because they are hairs' and 'because they act like children'. The rest of the verse plays out that childlike behavior.
An udāharaṇa of romāñca (pulaka), horripilation — one of the eight sāttvika-bhāvas of this chapter: hearing that Kṛṣṇa has come, Rukmiṇī's whole body bristles. The unit turns on the śleṣa in bāla-bhāvāt — bāla = both 'a hair' and 'a child' — spelled out by Jīva and Viśvanātha below.

bāla-keśaḥ'bāla' [in one sense] means hair (keśa) — Jīva starts from the hair-sense of the pun the first limb of the śleṣa: bāla = hair'बाल' अर्थात् केश (सिर का बाल) — श्लेष का पहला अंग
tat-sajātīyatvātbecause [the body-hairs] are of the same kind as that (as head-hair) ablative of reason: roma and keśa share a class, so the word bāla reaches themक्योंकि रोम भी उसी (केश की) जाति के हैं, इसलिए 'बाल' शब्द उन तक पहुँचता है

bāla-keśaḥ — 'bāla' = hair; tat-sajātīyatvāt — since [body-hair] is of that same class; atra — here; romasu api — even onto the body-hairs; bālatvam āropyate — child-ness is superimposed

Jīva works the pun. 'Bāla' can mean hair; and since the body's hairs are of the same class as head-hair, the word reaches them too. But 'bāla' also means 'a child' — so the poet slips that second sense onto the hairs, treating them as little children.
The śleṣa hinges on bāla having two lexical senses — 'hair' and 'child'. Jīva bridges them: the hair-sense licenses the word, and once it lands the child-sense is superimposed (āropa), so the hairs can behave like children in the lines that follow.

Once the hairs count as 'children', they behave as if from a child's own nature — restless, craning, eager to look. That is what justifies the verse's 'as if' (iva): a child's disposition is imagined onto them.

Viśvanātha spells out the mechanism. The word 'bāla' in its hair-sense secondarily points to the body-hairs, which are of that same class. So 'bāla-bhāvāt' comes out as 'as if from childishness' — a hyperbole (atiśayokti) whose exaggeration voices the depth of her feeling. And 'priya-śrī' he reads as 'the beauty of the beloved': the hairs became eager to see the splendor of Śrī Kṛṣṇa — the beloved she had heard of from the mouth of the brāhmaṇa Sunanda, and who had now come.
Two identifications given only by Viśvanātha (an included commentator): the messenger who brought word of Kṛṣṇa is named Sunanda, and priya-śrī is parsed priya (the beloved, Kṛṣṇa) + śrī (śobhā, beauty). atiśayokti is the poetic figure of hyperbole — the childlikeness is not literal but an exaggeration measuring the depth of her love.
