The two women he loves most are lying asleep. He looks each of them over, one by one, right there in front of him. On the first he lays flower-pollen.
दोनों प्रियतमाएँ अलग-अलग सामने सो गईं। उन्हें देखकर वहाँ फूलों की पराग डाली जा रही है।
puṣpajaṁ ('flower-born') qualifies rajaḥ in the next line; the object of arpayan is completed only there.

Sound-play: praṇayād ('out of love') beside praṇayate ('he leads on') — the very fanning meant to look loving pushes her deeper asleep. iva ('as if') flags the appearance-versus-reality gap; the two scenes together set Līlā above Tārā.

Viśvanātha reads Kṛṣṇa's intent. Putting pollen on Līlā's eye is aimed at one thing only: breaking her sleep. And yet a plain tug of the hand would already have done that. That is the sense he is drawing out.
यहाँ आँख में पराग डालना केवल नींद हटाने के लिए (दिखाया गया) है। परन्तु नींद तो हाथ खींचने-भर से भी टूट ही जाती — ऐसा भाव है।

Why say flower-pollen and not just rajas? Because rajas also means dust, and dust in the eye would injure it. By calling it flower-born, the poet wards off the objection that Kṛṣṇa is hurting her eye — soft pollen does no damage.
पराग फूल से उपजी है, इसलिए वह आँखों को हानि नहीं पहुँचाती — यह आपत्ति दूर कर दी गई।
Turns on the double sense of rajas — ordinary 'dust' vs. flower 'pollen'. The word puṣpaja pins it to the harmless pollen, so no cruelty can be charged.
