The terrifying rasa (bhayānaka) has fear as its stable emotion. It is aroused by determinants like these: distorted howls, the sight of demons, jackals and owls, the fright and turmoil you see in others, having to go into an empty house or a lonely forest, and seeing, hearing about, or being told of the killing or binding of your own people. When it is on stage, the actor should show it through the consequents: trembling hands, feet, and eyes, restless darting, hair standing on end, a pale face, a cracking voice, and so on.

bhayānakaṁ lakṣayatihe (Bharata) defines the terrifyingभयानक का लक्षण करते हैं
athetiwith the word "atha," "now"'अथ' इस पद से
vīrasya bhīta-avayava-pradhānatvāt — because the heroic has, as its predominant component, the frightened victim; bhayānakaṁ lakṣayati — he defines the terrifying; atheti — [namely] with the word "atha."
Abhinava explains why the terrifying is taken up right after the heroic. The heroic works by making an enemy afraid, so the frightened victim is already a leading component within it. Bharata therefore now defines that fear as its own rasa — opening with the word "atha," "now."
The manuscripts vary between bhīta-avayava ("the frightened component") and bhīta-abhaya; both anchor the terrifying to the heroic as its correlative — the one who makes afraid versus the one made afraid.

So there are two verdicts on the same fear. Because it is not natural, it is feigned (kṛtaka). And because it is held up over a good stretch of time and so becomes something to be savored, it is rasa.

Abhinava separates two questions kept distinct: kṛtakatva is about origin — unnatural, put on; rasatva is about aesthetic effect — sustained long enough to be relished. Feignedness does not bar rasa-hood.

[Turning to verse 70:] gātrādīnāṁ bhedaḥ — the 'change' of body and the rest = varṇa-karma-saṁsthāna-ādi-viparyayaḥ — a reversal of color, action, posture, and so on.
And this staged fear is not a mere passing feeling (vyabhicāri-bhāva) either. It would count as one only if it flared up on its own for a bare instant. But here it is held in place by art, so it stays rasa. Now he takes up the verse: the 'change' of body, face, and glance means a reversal of one's ordinary color, movement, and bearing.
A vyabhicāri-bhāva is a transient feeling that comes and goes; a sthāyin sustained and relished becomes rasa. Abhinava's point: art-sustained fear is not the momentary natural flicker, so the vyabhicārin label does not fit.

tasmād ayam atra arthaḥ — so this is the meaning here; etat bhayaṁ svabhāvajam — this 'naturally-born' fear; rajas-tamaḥ-prakṛtīnāṁ nīcānām iti arthaḥ — belongs, that is, to the base people of rajas and tamas nature.
So the verse means this: the 'naturally-born' fear is the fear of base people, those whose makeup is rajas and tamas.

But take a king who shows anger or astonishment for real, to favor his people, and not as a put-on. There those feelings count only as passing states (vyabhicāri-bhāva), not as a sthāyin. To signal exactly this, Bharata recites an āryā current in another teachers' lineage — 'karacaraṇa …' (verse 72). Then he turns to its word 'always' (nityam).
The point turns on vyabhicārin vs sthāyin: krodha and vismaya are the sthāyins of raudra and adbhuta, but when a king deploys them genuinely for others' benefit they function only as passing states in him, not as his abiding sthāyin — unlike the codified kṛtaka-bhaya of bhayānaka.
