pracchādanam ca — concealing one's identity; vibhrāntiḥ — confusion; yathālikhita-vācanam — reading a text aloud as written.
Now Rūpa lists the recognized reasons a character may break from the language assigned to them on stage. The first three: disguising one's identity; a mind in confusion; and reading a written text aloud word for word.
The topic here is bhāṣā-vyatikrama, a licensed 'shift of language'. In this drama tradition each type of character is normally assigned a set speech — Sanskrit for gods, kings, and brāhmaṇas, various Prākṛits for women and lesser roles. The previous kārikā (v141) states that under a cause the assigned language may be broken, and gives two causes (loss of dignity, excess of intoxication); this kārikā adds the rest. Concretely: a high character in disguise (pracchādana) speaks the lowly speech of the role assumed; someone in confusion (vibhrānti) lapses out of their proper register; and one reading out a written document (yathālikhita-vācana) voices it in whatever language it was written in.

And on occasion, repeating another's words — quoting or echoing back what someone else has said. These, the authorities declare, are the causes for a break from the assigned language. So the full list is: disguise, confusion, reading a text aloud, and echoing another's speech.
anuvāda here is the stage act of repeating or quoting back what another character has spoken: in echoing them, a character voices the other's line in the other's language, not their own — hence it too counts as a licensed shift of speech. kadācit 'on occasion' marks it as the least common of the four causes.
pracchādanam ca, vibhrāntiḥ, yathālikhita-vācanam, kadācit anuvādam ca — [iti etāni] kāraṇāni [budhāḥ] pracakṣate.
pracchādanam ca, vibhrāntiḥ, yathālikhita-vācanam, kadācit anuvādam ca — (एतानि सर्वाणि भाषा-व्यतिक्रमस्य) kāraṇāni pracakṣate।
Disguising one's identity, a mind thrown into confusion, reading a written text aloud word for word, and now and then echoing back what another has said — these, the authorities declare, are the causes for a character to break from the language assigned to them on stage.
A defining kārikā that completes the list of bhāṣā-vyatikrama causes — the licensed grounds on which a character may drop their assigned stage-language: disguise, confusion, reading aloud verbatim, and (occasionally) quoting another's words.
