apabhraṁśaḥ — apabhraṁśa, broken speech; tu — for its part; caṇḍāla-yavana-ādiṣu — for caṇḍālas, yavanas, and the like; yujyate — is fitted.
Now the last language in the scheme. Apabhraṁśa is broken or corrupt speech, a falling-away from correct Sanskrit. It is the speech that fits caṇḍālas, yavanas, and characters of that low or foreign kind. So the rule finishes the distribution: each class of stage-character gets its own tongue, and apabhraṁśa is the one assigned to these.
apabhraṁśa (literally 'a falling-away, a corruption') is a term from the grammatical and prosodic tradition for speech that has dropped below correct Sanskrit and even below the standard Prākṛts; here it names the lowest register of stage-language. caṇḍāla = an outcaste; yavana = a foreigner or barbarian — the two stand for the class of degraded and non-Āryan characters to whom this broken speech is given.

Apabhraṁśa — broken, corrupt speech, fallen away even below the standard Prākṛts — is, for its part, the tongue fitted to caṇḍālas, yavanas, and characters of that low or foreign kind.
A definition-kārikā closing the scheme of stage-languages: it assigns apabhraṁśa, the lowest register, to outcaste and non-Āryan characters.
