Now Rūpa turns to a new topic: for a play, the form of the characters' speech. That is, which language each character on stage is to speak. This line only announces the heading — the rule itself follows.
अब नाटक में पात्रों की भाषा के स्वरूप का निरूपण किया जाता है। अर्थात् रंगमंच पर जो पात्र हैं, वे किस बोली में बोलेंगे — इसका विधान यहाँ किया जा रहा है।
This opens the subsection bhāṣā-vidhānam, 'the settling of speech'. In Sanskrit dramaturgy the persons of a play do not all speak Sanskrit: high male characters use Sanskrit, while others are assigned various Prakrits by rank, sex, and role — and that assignment is what Rūpa is about to regulate.
यहाँ से भाषा-विधान नामक उपप्रकरण आरम्भ होता है, अर्थात् बोली का निश्चय। संस्कृत नाट्य में नाटक के सभी पात्र संस्कृत नहीं बोलते — उच्च पुरुष-पात्र संस्कृत बोलते हैं, और शेष पात्रों को उनके पद, लिंग और भूमिका के अनुसार भिन्न-भिन्न प्राकृत भाषाएँ दी जाती हैं। इसी बँटवारे का नियमन अब रूप गोस्वामी करने जा रहे हैं।

In this matter, speech is of two kinds. The division is into bhāṣā and vibhāṣā. Notice that the word bhāṣā does double duty: first for speech in general, the thing being divided, and then again for the first of its two divisions. So the two named types are bhāṣā (speech proper) and vibhāṣā (the sub-dialects).
उस विषय में भाषा भेद के कारण दो प्रकार की होती है — भाषा और विभाषा। इस प्रकार दो भेदों में उसका विभाजन किया गया है।
bhāṣā and vibhāṣā are technical dramaturgy terms for two grades of Prakrit assigned to stage characters. bhāṣā covers the principal Prakrits (such as Śaurasenī and Māhārāṣṭrī); vibhāṣā (vi- 'apart, sub-' + bhāṣā) covers the minor sub-dialects spoken by lower or specialised characters. Both kept in IAST as terms of art.
भाषा और विभाषा — ये नाट्यशास्त्र के पारिभाषिक शब्द हैं, जो रंगमंच के पात्रों को दी जाने वाली प्राकृत की दो कोटियों को कहते हैं। भाषा में मुख्य प्राकृत बोलियाँ आती हैं (जैसे शौरसेनी और महाराष्ट्री); विभाषा में (वि उपसर्ग अर्थात् अलग या गौण, और भाषा) निम्न अथवा विशेष पात्रों द्वारा बोली जाने वाली गौण उपबोलियाँ आती हैं। दोनों पारिभाषिक शब्द के रूप में ज्यों के त्यों रखे गए हैं।
