Rūpa now defines the second of the five explanatory devices, the praveśaka. Take an interlude whose whole job is to hint at off-stage events — some things that are coming, some that have already happened — so the audience is caught up on what the act cannot show. Two conditions mark it. It is carried by low characters, servants and menials; and by them alone — no middling or noble figures share it. That 'only' (kevalaṁ) is the whole point: it is exactly what divides the praveśaka from the viṣkambhaka, which does admit middling characters. L2 adds where it stands and gives it its name.
This kārikā defines the praveśaka, the second of the five arthopakṣepakas ('explanatory interludes') introduced at v096 (ref 194). It is closely paired with the viṣkambhaka defined just before (v097-099, ref 195-197): both are short interludes that convey off-stage matter past and future, but they differ on two counts marked here — the performers and the placement. The praveśaka is run by low (nīca) characters and by them alone (kevalaṁ), whereas the viṣkambhaka may use middling (madhyama) characters or a mix; and, as L2 states, the praveśaka always falls between two acts, never before the first. The lead-in 'spaṣṭam udāharaṇam' ('the example is plain') signals that Rūpa treats the illustration as self-evident.

praveśakaḥthe praveśaka, the entr'acte interlude predicate nominative; literally 'the one that makes [matter] enter' — the technical label appliedप्रवेशक (यही तकनीकी संज्ञा दी जाती है) — शब्दतः 'जो घटना को [नाटक में] प्रवेश कराता है'
sa — that hinting; aṅkayoḥ ubhayoḥ madhye — set in the interval between two acts; praveśakaḥ vijñeyaḥ — is to be known as the praveśaka.
Where does such an interlude stand? Between two acts — with a full act on either side. So it can never open the play; it always bridges one act and the next. Given that placement, plus the low-only performers from L1, Rūpa delivers his verdict: this is to be recognized as the praveśaka. Pulling both lines together: an interlude that hints at coming and past events, carried by low characters alone, and set in the gap between two acts — that, and nothing short of it, is the praveśaka.
The dual aṅkayoḥ ubhayoḥ, 'of both the two acts', fixes the praveśaka strictly between acts, which is why it can never precede the first act — a further contrast with the viṣkambhaka, which may stand at an act's opening (as the worked example at v099 showed). praveśaka is formed from pra-√viś, 'to enter': it is the device that brings the needed off-stage matter 'into' the play at the seam between acts.

yat nīcaiḥ kevalaṁ pātraiḥ bhāvi-bhūtārtha-sūcanam (भवति), saḥ ubhayoḥ aṅkayoḥ madhye praveśakaḥ (iti) vijñeyaḥ।
An interlude whose whole task is to hint at off-stage events — some still to come, some already past — and which is carried by low characters, servants and menials, and by them alone, set in the gap between two acts with a full act standing on either side: that is to be known as the praveśaka.
