uktārthānupapattyā’nyo yasminn arthaḥ prakalpyate |

yasmin — in the statement in which; ukta-artha-anupapattyā — because the sense literally stated cannot hold; anyaḥ arthaḥ — a different meaning; prakalpyate — is supplied.
Rūpa now turns to the ornament arthāpatti. Take a line whose plain, stated meaning cannot stand on its own. Because that surface sense fails, a second meaning has to be supplied to make the line make sense. That supplying of the further sense is the core of the figure.
arthāpatti is borrowed from Mīmāṁsā logic, where it is the fifth pramāṇa, 'presumption': from a fact that cannot otherwise be explained ('Devadatta is fat yet never eats by day') one postulates what must explain it ('so he eats at night'). Here that same move works as a bhūṣaṇa, an ornament of dramatic speech (this vibhāga catalogues the thirty-six): a charming line whose surface sense fails, forcing a further meaning.

mādhurya-saṁyuktāt vākyāt — from a statement charged with charm; sā arthāpattiḥ — that figure; udāhṛtā — is declared to be arthāpatti.
One condition is added: the line must carry mādhurya — charm, sweetness. From such a charming statement the extra meaning springs up. That, Rūpa says, is what is declared to be arthāpatti.

ukta-artha-anupapattyā mādhurya-saṁyuktāt yasmin vākyāt anyaḥ arthaḥ prakalpyate, sā arthāpattiḥ udāhṛtā।
When, in a statement charged with mādhurya (charm, sweetness), the sense that is literally spoken cannot hold on its own, and because of that failure a different meaning has to be supplied to make the line fit — that figure is declared to be arthāpatti.
Defines the bhūṣaṇa arthāpatti (dramatic 'presumption'), one of the thirty-six ornaments catalogued in this vibhāga: a charming line whose stated sense fails, forcing a second meaning to be inferred.
