parikīrtanama full proclaiming — an open declaring or celebrating out loudबखान अर्थात् प्रकट रूप से कीर्तन
yathārthānāṁ — of things that are true; prasiddhānāṁ — and already well-known; parikīrtanam — a full proclaiming; kriyate — is made.
A full, open proclaiming is made of things that are two ways at once: true (they match the facts) and already well-known (everyone accepts them). Nidarśana works by pointing to facts no one can dispute.
This kārikā is the lakṣaṇa (defining verse) of nidarśana, a sandhy-aṅga — one of the limbs of a dramatic juncture. This first line states the material of the device; the second line will state its purpose.

yat — [the proclaiming that] paropekṣā-vyudāsārtham — is done to drive off another's slighting; tat — that; nidarśanam — nidarśana; ucyate — is called.
And it is done for one purpose: to drive off the other party's slighting — their disregard or indifference toward the matter. When you proclaim true, well-known facts precisely to overcome someone's dismissal, that is what is called nidarśana.
So nidarśana defeats an opponent's neglect not by argument but by holding up facts that are both real and universally granted. In this vibhāga's illustration the device carries a second, bhakti layer (see the lead-in): the well-known 'fact' proclaimed is the actor's supposed standing as a second Bhagavān, or possessiveness over a charming object of one's own beauty.
yathārthānāṁ prasiddhānāṁ [vastūnāṁ] yat parikīrtanam paropekṣā-vyudāsārthaṁ kriyate, tat nidarśanam ucyate.
When a full, open proclaiming is made of things that are both true — matching the facts — and already well-known to everyone, and it is done for the one purpose of driving off the other party's slighting disregard, that is called nidarśana.
The lakṣaṇa (defining kārikā) of nidarśana, a sandhy-aṅga: pāda 1 states its material (true, well-known facts), pāda 2 its purpose (overcoming another's dismissal).
