The verse opens with a plain fact of the world, laid down as a maxim. A man burned in fire — seared, scorched by it — finds relief from that same fire, and from nothing else. The word 'eva' ('alone, precisely') is the hinge: not water, not shade, but the very fire that burned him is what quiets the burn. This first line is the tulyārtha, the equivalent general statement; the particular point it is really aimed at comes only in the second line.
अग्नि में जला हुआ मनुष्य अग्नि में ही शान्त होता है। यह झुलसा हुआ मनुष्य अग्नि से ही स्वस्थ होता है। न जल से, न छाया से — जिस अग्नि ने जलाया, उसी से उसका दाह मिटता है।
An udāharaṇa of the sandhy-aṅga udāharaṇa itself — the limb Rūpa has just defined in nc.8.29 (158): 'vākyaṁ yad gūḍha-tulyārthaṁ tad udāharaṇaṁ matam,' a statement counts as udāharaṇa when it carries a hidden meaning of equivalent import (gūḍha-tulyārtha). The Sāhitya-darpaṇa (6.117) is quoted for the same idea: the figure is where the intended sense (abhimata artha) is established by demonstration through a sentence of equivalent meaning (tulyārtha-yukta vākya). Quoted here from the sixth act (6.17), introduced by Nārada — 'then it was said by him.' The verse runs on the parallel: L1 gives the general maxim (one burned by fire is soothed only by fire), and L2 the intended point it demonstrates (the offender's one refuge is the very Lord he has offended).

Now the real point lands, and the maxim clicks into place. 'O revered lady — I have committed an offense; now the Lord alone is my refuge.' The parallel is never spoken aloud, yet it is exact: the fire stands for the Lord; the fire-burn stands for my offense against him; and just as a fire-burn is soothed by fire alone, so the one being I have wronged is the only one who can now shelter me. The two 'eva's lock the halves together — fire alone there, the Lord alone here. That concealed equivalence — a general truth carrying a hidden particular application — is precisely what makes the utterance an udāharaṇa: gūḍha-tulyārtha, a hidden meaning of equal import.
भगवान् के प्रति अपराध कर चुके मुझ अपराधी की अब भगवान् ही शरण हैं। जिनके विरुद्ध अपराध हुआ, वही एकमात्र आश्रय हैं। जैसे अग्नि से जला अग्नि से ही शान्त होता है, वैसे ही अपराधी की शरण वही भगवान् हैं।
