Radiant beauty is gleaming all around, over the pure groves of white night-lotuses. Those kairava lotuses open only in moonlight, so their glow is the first sign that the moon is near. On the second layer, lakṣmī is royal good-fortune, spreading everywhere among the pure and the good.
चारों ओर फैले निर्मल कुमुद-वनों में शोभा देदीप्यमान हो रही है। एक ही वाक्य में दोनों अर्थ चलते हैं — चन्द्र की कान्ति कुमुद-वनों पर, और राजा की श्री अपने निर्मल राज्य में।
An udāharaṇa of bhūṣaṇam, the sandhy-aṅga ("ornament") defined at nc.8.21 (kārikā 154): "speech abounding in poetic qualities (guṇa) and figures (alaṅkāra) is called bhūṣaṇa." Kṛṣṇa speaks it in the ninth act — of the Lalita-Mādhava, the one play of Rūpa's long enough to have a ninth act — looking all around (samantād avalokya; source ref 9.10). The whole verse is one sustained śleṣa: every sign that the moon is about to rise doubles as a sign of a righteous king's ascendancy, and that dense figuration is precisely the "ornament" the verse is quoted to display.

On the second layer, the mean and small-souled routinely lose their standing when the great one rises — for apaciti means both "loss of luster" and "honor," so what the petty ones forfeit is exactly their honor.

From all these signs I can only conclude: the moon — the crescent that rides on Śiva's brow, the very king of the night — is climbing up there in the east. The word śaṅke, "I guess," makes the whole verse one poetic inference: Kṛṣṇa reads the gleaming lotuses, the weakened night, the fading stars, and infers that the moon must be at the horizon. And rājā, "king," lets that moonrise stand equally for the rise (abhyudaya) of a righteous king. This capping conjecture, riding on a śleṣa held through all four lines, is the figured richness for which the verse is quoted as a bhūṣaṇa.
