yāḥ guṇa-parimalaiḥ samasta-upariṣṭāt vidyotante — [those women] who blaze forth above everyone with the wafting fragrance of their virtues.
Vṛndā has just said the anxiety is well-placed — it could scorch the three worlds — and now gives her reason (yataḥ, 'because'), and this verse is that reason. It opens with a picture of young women: they shine out above everyone, and what makes them shine is the fragrance of their own virtues wafting from them. This is the vehicle of a comparison; the thing really being talked about, anxiety, comes only at the end.
An udāharaṇa of hetv-avadhāraṇa, the sandhy-aṅga defined just before in nc.8.7 (144): 'niścayo hetunārthasya mataṁ hetv-avadhāraṇam' — the settling of a matter by adducing its reason (hetu). Quoted from the second act (2.9), spoken by Vṛndā: having granted 'your worry is well-placed — this anxiety, once the wicked one takes hold of it, could scorch the three worlds' (sthāne khalv iyaṁ tava cintā …), she seals the point with 'because —' (yataḥ) and this verse, which supplies the reason: anxiety is the world's pain-giver. The verse is composed in the Mandākrāntā metre, whose name it puns on in the last line.

kasyawhose — genitive governing artam: 'the grief belonging to whom'किसका — यह 'अर्तम्' के साथ जुड़ता है, 'किसका दुःख'
dadhati nado they not bring about — (with 'whose', a rhetorical 'nobody's is left out'; they distress everyone)धारण नहीं करतीं — अर्थात् किसका दुःख वे नहीं उठातीं?
khal-sparśa-dagdhāḥonce they are scorched by a scoundrel's touch bahuvrīhi describing taruṇyaḥ; khala 'wicked man' + sparśa 'touch' + dagdha 'burnt'दुष्ट के स्पर्श से जली हुई (तरुणियाँ)
taruṇyaḥthe young women — (names at last the subject of L1–L2)तरुणियाँ, युवतियाँ
khal-sparśa-dagdhāḥ tāḥ taruṇyaḥ — those young women, once scorched by a scoundrel's touch; kasya artaṁ na dadhati — whose grief do they not bring about?
Those same shining young women — the moment a scoundrel's touch scorches them — whose grief do they not cause? The question expects the answer 'no one's': touched by the wicked, they bring pain to everyone. So even what is highest and most fragrant with virtue turns, under a foul touch, into a source of universal grief.

āsādayantīas she keeps reaching, coming into feminine singular present participle — here the subject quietly turns to cintā (L4), no longer the plural womenप्राप्त करती हुई — यहाँ कर्ता चुपके से (L4 की) चिन्ता बन जाता है, अब तरुणियाँ नहीं
svayam bhūyo bhūyaḥ anupamām klāntim āsādayantī — [anxiety,] of herself, reaching again and again a matchless weariness.
Now the sentence turns from the many women to a single 'she' — and only the last word will reveal that this 'she' is anxiety itself. Again and again, all on her own, she comes into a weariness beyond compare. The verse is bending the picture of the scorched women onto its real subject: what wears down like that is anxiety.

mandākrāntā bhavati jagataḥ kleśa-dātrī hi cintā
mandākrāntāslowly overtaking [the mind], creeping up and pressing down — and, as a pun, 'set in the Mandākrāntā metre', the very metre of this verse śleṣa: manda 'slow' + ākrāntā 'overcome / overtaken' names both the action and the metre; it echoes duṣṭena-ākrāntā in Vṛndā's lead-inमन्द रूप से आक्रान्त करने वाली — और साथ ही श्लेष से 'मन्दाक्रान्ता' नामक छन्द
bhavatibecomes, comes to beहो जाती है, बन जाती है
jagataḥof the whole world — whose affliction it is genitive depending on kleśa-dātrīजगत् का — यह 'क्लेश-दात्री' के साथ जुड़ता है
kleśa-dātrīthe giver of affliction, the dealer-out of painक्लेश देने वाली, पीड़ा पहुँचाने वाली
hifor — indeed; this is the reason (the very word that makes the verse settle Vṛndā's point by its cause)क्योंकि (यही कारण है)
cintāanxiety, worry — (held back to the end: the real subject the whole verse was about)चिन्ता
cintā hi — for anxiety; mandākrāntā [satī] — slowly overwhelming; jagataḥ kleśa-dātrī bhavati — becomes the giver of the whole world's affliction.
The last word lands: anxiety. For anxiety, creeping up slowly and pressing down, becomes the dealer-out of pain to the whole world. The word 'hi' ('for, indeed') is doing the argument's work — it is the reason that settles Vṛndā's claim: anxiety could scorch the three worlds precisely because it is the world's pain-giver. And 'mandākrāntā' is a double stroke: it says anxiety 'slowly overtakes' the mind, and it names the Mandākrāntā metre the poet has written the verse in — the same over-taking (ākrānta) Vṛndā used of the wicked one just above.
The pivot word is mandākrāntā. On the plain sense it is an adjective of cintā: anxiety, manda 'slow' + ākrānta 'overtaking', creeps up and overwhelms. On the second sense it names the metre — this verse is itself in Mandākrāntā — so the poet signs the metre into the meaning. It also chimes with the ākrāntā ('seized, overtaken') Vṛndā spoke in the lead-in, tying the illustration back to her point.
yāḥ taruṇyaḥ guṇa-parimalaiḥ samasta-upariṣṭāt vidyotante, tāḥ khal-sparśa-dagdhāḥ kasya artaṁ na dadhati; hi cintā svayam bhūyo bhūyaḥ anupamāṁ klāntim āsādayantī mandākrāntā [satī] jagataḥ kleśa-dātrī bhavati.
Those young women who blaze out above everyone else, radiant with the wafting fragrance of their own virtues — once a scoundrel's touch has scorched them, whose grief do they not bring on? They wear no one's sorrow lightly. For anxiety is just so: on her own, again and again, she sinks into a weariness beyond compare, and creeping up to overwhelm the mind — mandākrāntā, slow to overtake — she becomes the dealer-out of pain to the whole world.
An udāharaṇa of hetv-avadhāraṇa (the sandhy-aṅga defined in nc.8.7): quoted from act 2 (2.9), spoken by Vṛndā, who having granted that the anxiety is well-placed seals her point with yataḥ and this verse — anxiety is the world's pain-giver; mandākrāntā puns on the very metre the verse is set in.
