Here Rūpa gives the lakṣaṇa of prarocanā, the prologue device that whets the audience's appetite. It is a sūcanā — a hint, a foreshadowing. What it foreshadows is bhāvinaḥ arthasya, some matter of the plot that has not yet happened but is still to come. And the trick of it is siddhavat: the coming thing is spoken of as though it were already accomplished, as good as done. So when the prologue drops a forward hint that treats a future turn of the story as already settled, and thereby sharpens the audience's eagerness to see it, that is prarocanā.
prarocanā (literally 'whetting, making appetizing') is a classical device of the āmukha / prastāvanā (dramatic prologue) inherited from the nāṭya-śāstra tradition, where it names the praise or forward hint by which the sūtra-dhāra rouses the audience's interest in the coming play; Rūpa states its lakṣaṇa here so a Vaiṣṇava play can be read for it. The candrāvalī–rādhikā exchange quoted in the lead-in illustrates the neighbouring aṅga virodhana, not prarocanā.

When a matter that is still to come is hinted at ahead of time — spoken of as though it were already accomplished, as good as done — that foreshadowing is what is called prarocanā.
