parikīrtitaḥis declared to be — so the authorities proclaim itकहा गया है, इस नाम से बतलाया गया है
prastuta-arthasya śamanam — the setting-to-rest of the matter at hand; prasaṅgaḥ parikīrtitaḥ — is declared to be the aṅga called prasaṅga.
The sandhy-aṅga called prasaṅga is the bringing of the matter at hand to rest. When the topic the plot has been pursuing is quieted or wound up, that beat is prasaṅga. This is the first, primary definition; a second view follows in the next line.
prasaṅga ordinarily means 'occasion, connection, incidental mention'; here it is a technical sandhy-aṅga (a limb of the dramatic junctures), defined by the quelling of the running topic. This verse is the lakṣaṇa, quoted from the same authority's eighth chapter (tatraivāṣṭame) that supplied the dyuti definition just before. The Prakrit passage in the lead-in — Rādhā threatening the bee with her play-lotus — is an udāharaṇa of that earlier aṅga, dyuti, not of prasaṅga.

Others define prasaṅga differently: for them it is the praising of elders, the extolling of venerable superiors. Rūpa records this second view without adjudicating between the two; both definitions of prasaṅga stand side by side.
The line marks a second, unresolved definition (anye kathayanti, 'others say'): where the first line makes prasaṅga the quelling of the current topic, this school makes it the eulogy of one's gurus. Study keeps both readings open, as the text does.
