bhāṣā-vidhāna is a nāṭya rule: high characters (the hero, kings, brāhmaṇas) are given Sanskrit, while women and lower characters are given the various Prākrits. guṇa here means the poetic virtues (mādhurya, ojas, prasāda) that make verse excellent.
