Translation
Because they are but the playful expansions of prema itself, and because [they are] rare even among the practitioners, the divisions such as sneha have here indeed not been analyzed and enumerated.
प्रेम के ही विलास होने के कारण, और साधकों में भी विरल होने के कारण, यहाँ स्नेह आदि भेदों का विवेचन करके उन्हें नहीं गिनाया गया।
The verse — decoded

premṇa eva vilāsatvād vairalyāt sādhakeṣv api |
premṇaḥof prema itself — prema being the mature love that is the root here gen. sg., depends on vilāsa-प्रेम का
evaitself, precisely — nothing but prema, no separate thing restrictive particleही (निश्चय ही)
vilāsatvātbecause they are only its playful expansions — mere outgrowths of that same prema at play abl. sg. of reason (-tva abstract)क्योंकि वह प्रेम का ही विलास (लीला-रूप विस्तार) है

He gives two reasons. First: these higher stages are nothing but prema itself at play. They are only the playful expansions of that one love. Second: they are rare. They show up rarely even among the practitioners — the people actually doing the practice. So they are not common.
प्रेम का ही विलास होने के कारण, और (यह भाव) विरल होने के कारण — साधकों में भी।
prema: in ordinary use simply "love"; here the technical name for the mature, fixed stage of love of God, of which sneha and the rest are further intensifications.
प्रेम — साधारण बोलचाल में तो केवल 'प्यार'; परन्तु यहाँ यह भगवद्-प्रेम की उस परिपक्व, स्थिर अवस्था का पारिभाषिक नाम है, जिसके आगे स्नेह आदि उसी की और गहरी तीव्रताएँ हैं।

So here is the conclusion. The divisions that begin with sneha — sneha and the grades above it — have not been sorted out and listed here. He has not separated them one by one and named them. For the two reasons just given, he leaves that aside in this book.
यहाँ स्नेह आदि भेदों का पृथक्-पृथक् विवेचन करके वर्णन नहीं किया गया।
sneha: literally "oiliness, stickiness"; here the technical name for love that has thickened past prema — the first of the higher grades (sneha, māna, praṇaya, and so on) he is declining to itemize.
स्नेह — शब्दतः 'चिकनाई, चिपचिपाहट'; यहाँ उस प्रेम का पारिभाषिक नाम है जो प्रेम से आगे बढ़कर गाढ़ा हो गया हो — उच्चतर श्रेणियों (स्नेह, मान, प्रणय आदि) में प्रथम, जिनकी अलग-अलग गणना ग्रन्थकार यहाँ नहीं कर रहे।
