ayaṁ nava-premā — this fresh premā; yasya dhanyasya cetasi — in the heart of which fortunate one; unmīlati — opens up.
Viśvanātha simply restates the first line in plain order. This fresh premā — this new love of God — opens up in the heart of a fortunate person. He is called fortunate precisely because it opens up in him.

antar-vāṇībhiḥ śāstra-vidbhiḥ api — even by the antar-vāṇi, that is, the knowers of śāstra; asya bhaktasya — of this devotee; mudrā paripāṭī — the manner, his procedure; sudurgamā — is very hard to get at.
Now Viśvanātha decodes the second line. "Antar-vāṇi" means those who know śāstra. He also fixes the reference: "of this" points to the devotee, not to the premā — it is the devotee's manner that is meant. And "mudrā" means his manner, his way of going about things. Even the scriptural experts find it very hard to get at.
antar-vāṇi: literally "having the vāṇi (learning) within"; here glossed plainly as those learned in śāstra.

yasya dhanyasya saphalārthasya bhaktajanasya cetasi citte — in the heart, that is the mind, of which fortunate devotee, one whose aim has borne fruit; nava-premā unmīlati prakaṭo bhavat — the fresh premā opens up, that is, becomes visible; tasya mudrā ceṣṭā — his manner, that is his behavior; antarvāṇībhiḥ śāstravidbhiḥ api — even by the antar-vāṇi, the knowers of śāstra; suṣṭhu sudurgamā boddhum atīvāśakyā — is thoroughly very hard to reach, all but impossible to understand.
Here Viśvanātha quotes the Sarasvatī commentary, which decodes the whole verse word by word. "Fortunate" is unpacked as one whose aim has borne fruit — and that person is the devotee. "Heart" is the mind. "Opens up" means becomes visible. In such a devotee's mind the fresh premā becomes visible. Then "manner" is unpacked as his behavior, what he does. And even for those learned in śāstra it is thoroughly hard to reach — all but impossible to understand.

This is just a source note. The verse also appears in the Caitanya-caritāmṛta, in the Madhya-līlā (part two), chapter 23, verse 36. Viśvanātha points there so the reader can find the same verse quoted in Kṛṣṇadāsa's work.
