Translation
'Wherein bhakti is called prema by Bhīṣma and the chief ones — that in which [possessiveness], joined [to Viṣṇu], is present,' possessiveness free from possessiveness toward another — such is the construal here. It is twofold: arising from bhāva, and arising from the abundant grace of Śrī Hari.
जिसमें भीष्म आदि प्रमुखों के द्वारा भक्ति प्रेम कही जाती है - जिसमें (विष्णु में) जुड़ी हुई, अन्य के प्रति ममता से रहित ममता है - ऐसी यहाँ योजना है। वह दो प्रकार का है - भाव से उत्पन्न, और श्री हरि के अतिप्रसाद से उत्पन्न।

Here is where Bhīṣma and the other great devotees call bhakti by the name prema. It is the specific bhakti in which a sense of 'this is mine' toward Viṣṇu has fused with the devotion itself. When bhakti carries that felt belonging to the Lord, those foremost devotees name it prema. This line picks out which bhakti earns the word; the next line adds the second condition.
भीष्म आदि महापुरुष उसी भक्ति को 'प्रेम' कहते हैं, जिसमें ममता जुड़ी हो। 'परन्तु' शब्द बता रहा है कि हर भक्ति प्रेम नहीं — केवल यह शर्त लगने पर ही वह प्रेम कहलाती है।
prema: in ordinary Sanskrit simply 'love, affection'; here a technical term for the ripened, mature stage of bhakti, distinguished from ordinary bhakti precisely by the two conditions Rūpa lays out in these two lines.
'प्रेम' शब्द सामान्य संस्कृत में केवल 'स्नेह, प्रीति' है; परन्तु यहाँ यह भक्ति की परिपक्व, प्रौढ़ अवस्था का पारिभाषिक नाम है — जो सामान्य भक्ति से इन्हीं दो शर्तों के कारण भिन्न होती है, जिन्हें रूप गोस्वामी इन दो पंक्तियों में रखते हैं।

Now the second condition. That sense of 'mine' must be free of any 'mine' pointed at anything other than the Lord. The devotee's feeling of belonging goes to Viṣṇu and to nothing else alongside him. Put the two lines together and this is the construal: bhakti joined with a Viṣṇu-only 'mine' is what the great devotees call prema. That is how Rūpa says to read the words here.
वह ममता ऐसी हो जो अन्य किसी के प्रति ममत्व से रहित हो। यहाँ इस प्रकार अन्वय करना चाहिए — यही 'योजना' है।
mamatā / mamatva: from mama 'mine'; ordinarily the ego's grasping 'mine' toward body and possessions. Here it is turned wholly onto the Lord — a possessiveness that is a virtue when its sole object is Viṣṇu, and the very thing to be excluded when aimed anywhere else.
'ममता' / 'ममत्व' 'मम' (मेरा) से बना है; साधारणतया यह देह और सम्पत्ति के प्रति अहंकार की 'मेरेपन' की पकड़ है। यहाँ यही अपनापन पूर्णतया भगवान् की ओर मोड़ दिया गया है — जब इसका एकमात्र विषय विष्णु हों तब यह गुण है, और जब किसी अन्य की ओर हो तब यही त्याज्य है।

This prema comes in two kinds. The first rises out of bhāva — it grows from the devotee's own maturing devotional feeling. The second rises out of an overflow of grace, and that grace is Śrī Hari's own; he simply bestows the love. So the same prema has two sources: one reached by the devotee's ripening, one given by the Lord's abundant favor.
वह प्रेम दो प्रकार का है। एक भाव से उत्पन्न होने वाला, और दूसरा श्री हरि के अति-प्रसाद से उत्पन्न होने वाला।
prasāda: ordinarily 'kindness, favor, clearness of mind,' and in temple usage the sanctified food returned as grace; here ati-prasāda is the Lord's superabundant favor that can hand a devotee prema directly, bypassing the gradual ripening through bhāva.
'प्रसाद' शब्द साधारणतया 'कृपा, अनुग्रह, चित्त की प्रसन्नता' है, और मन्दिर की भाषा में वह पवित्र अन्न जो कृपा-रूप में लौटाया जाता है। यहाँ 'अति-प्रसाद' भगवान् की वह अत्यधिक कृपा है जो भक्त को सीधे प्रेम दे सकती है — भाव के द्वारा क्रमशः परिपक्व होने की प्रक्रिया को लाँघकर।
