The devotees praise him with their voices. They remember him with their minds. Each faculty is turned toward the Lord: speech does praising, the mind does remembering. (The subject, bhaktāḥ, 'the devotees,' comes in line 3; these participles all describe them.)
भक्तजन वाणी से भगवान् की स्तुति करते रहते हैं। और मन से उनका स्मरण करते रहते हैं।
Why cited: cited to show avyārtha-kālatva — that for the devotee no moment passes in vain, every faculty always engaged in the Lord
क्यों उद्धृत: अव्यर्थ-कालत्व दिखाने के लिए उद्धृत — भक्त का कोई क्षण व्यर्थ नहीं जाता, उसकी प्रत्येक इन्द्रिय सदा भगवान् में लगी रहती है।
This verse is quoted from the Hari-bhakti-sudhodaya (the same as Bhāgavata 1.19.15) to illustrate avyārtha-kālatva, 'not a moment spent purposelessly.'

With their bodies they bow down to him. And they keep it up ceaselessly, night and day. Yet — this is the point of api, 'even so' — they never feel they have had enough. The three actions are now complete: praising with speech, remembering with the mind, bowing with the body. All three go on without pause, and still the devotees are not satiated.
और शरीर से प्रणाम करते रहते हैं। इस प्रकार निरन्तर लगे रहते हुए भी वे तृप्त नहीं होते।

Now the subject is named: bhaktāḥ, the devotees. Their eyes are streaming — sravan-netra-jalāḥ literally says 'the water of whose eyes is flowing,' that is, tears pouring down. And the word samagram, 'the whole,' points ahead to the next line: it is their whole life that they will offer. So this line finishes the picture — weeping devotees — and hands the sentence its object, 'the entire (life).'

And here is the main verb the whole verse was building toward: samarpayanti, 'they offer up completely.' What do they offer? Samagram āyuḥ — their entire life. To whom? Hareḥ eva — to Hari, and to Hari alone. So the full sentence reads: the devotees, praising with their voices, remembering with their minds, bowing with their bodies without pause, never satisfied, tears streaming, offer their whole life to Hari alone. Note the eva, 'alone' — the offering is exclusive; nothing is held back and no one else receives it.

hareḥ is genitive in form but functions as the recipient of samarpayanti, 'they offer to Hari' (in devotional Sanskrit sam-arpayati readily takes the recipient in the genitive as well as the dative).
hareḥ रूप में षष्ठी है, परन्तु यहाँ samarpayanti के प्राप्तिकर्ता का काम कर रहा है — 'वे हरि को अर्पित करते हैं' (भक्ति-संस्कृत में sam-arpayati सम्प्रदान की भाँति षष्ठी में भी प्राप्तिकर्ता को सहज ग्रहण कर लेता है)।
