The verse is pairing the Bhakti word with the drama word.

Here is the point of the quotation. Because rati and bhāva mean the very same thing, the two are taken as one. In both the Purāṇa and the drama-treatise the pair is pointed to together, under a single heading. So rati and bhāva are not two things — they are one thing called by two names. This lets Rūpa treat his Bhakti term rati and the drama term bhāva as interchangeable.
