mantrasya — of a mantra; su-laghu-uccāraḥ — the very soft, low utterance; japaḥ iti — as 'japa'; abhidhīyate — is called.
The very soft, quiet utterance of a mantra is what we call japa. In other words, when you sound the mantra low, almost under the breath, that practice goes by the name japa. This line simply fixes the term.
japa — home sense across Indian ritual: repeated recitation of a mantra, classed as whispered (upāṁśu) or mental; here defined narrowly by the manner of sounding — a very soft, low utterance.

The mantra 'kṛṣṇāya namaḥ' — 'I bow to Kṛṣṇa' — accomplishes every aim. Whatever a person is after, this mantra brings it about.
Why cited: Adduced under 'atha japaḥ' to show that the five-syllable 'kṛṣṇāya namaḥ' mantra is all-accomplishing — the recommended object of japa.

O king, for devotees who murmur it in japa, this mantra grants both fruits — heaven and liberation. So it works at both levels: it can win the higher worlds, and it can give release. This closes the first quoted passage (lines 1-3).

yat kiñcitwhatever little — anything at all, however small indefinite: 'even the least'जो कुछ भी, थोड़ा-सा भी

harim uddiśya — aimed at Hari; girā — with speech; yat kiñcit vijñāpanam kṛtam — whatever small appeal is made.
Whatever small appeal a person makes out loud, directing it at Hari — even the least spoken plea addressed to him. This line sets up the subject; line 5 states what such an appeal accomplishes. It opens the second quoted passage.
Why cited: Opens the second passage adduced here: it names the act — any spoken appeal directed at Hari — whose effect line 5 will state.

mokṣa-dvārārgalān mokṣas tenaiva vihitas tava ||
mokṣa-dvāra-argalātremoves the bolt barring the door to liberation — it draws back the bar that keeps mokṣa's door shut ablative of separation: '(freed) from the bolt of liberation's door'; dvāra 'door' + argala 'bolt/bar'मोक्ष के द्वार की अर्गला (आगल) से छूटकर
mokṣaḥliberation itself — release nominative: what is brought aboutमोक्ष
tena evaby that very appeal alone — precisely by that spoken plea and nothing else instrumental of means + eva 'alone/precisely'उसी के द्वारा ही
vihitaḥis made ready, is brought about — is arranged for you past participle: 'has been effected'कर दिया गया, सम्पन्न हो गया
tavafor you — the king being addressed genitive: 'yours / for you'तेरा, तेरे लिए
mokṣa-dvāra-argalāt — from the bolt on liberation's door; mokṣaḥ — liberation; tava — for you; tena eva — by that very appeal alone; vihitaḥ — is brought about.
By that very appeal alone, liberation is made ready for you — the bolt on the door of liberation is drawn back. The picture is a locked door: mokṣa is shut behind a bolt, and even one small plea spoken to Hari slides that bolt open, so release stands ready for you. This closes the second quoted passage.
argala — home sense: the wooden bolt or cross-bar that locks a door. Here it is the single obstacle sealing off mokṣa; the image says one spoken appeal to Hari suffices to unbar it.
