Now, take the four kinds of qualified persons that the Gītā and other texts speak of. The verse is about them. "Adhikārī" means someone who is eligible or fit to take up a path.

That person loses his old motive. The distressed man stops being merely distressed; the wealth-seeker stops merely seeking wealth. Each one's earlier state fades. And so he becomes fit for pure devotion, śuddha-bhakti.

Here are the examples, one for each type. The elephant Gajendra — the distressed one. Śaunaka and the sages — the inquirers. Dhruva — the wealth (kingdom) seeker. And the four Sanas, Sanaka and his brothers — the knowers. Each began with a lesser motive and rose to pure devotion.

In the Bhagavad-gītā four kinds of qualified people are named. Even these four, measured against pure devotion, are only earlier stages on the way to it. To make this point Rūpa begins, "tatra…".

Kṛṣṇa: but those whose judgment is stolen by one craving or another turn to other gods instead of to me. This is the contrast case — the non-pious who do not come to Kṛṣṇa.
उन-उन कामनाओं से जिनका विवेक हर लिया गया है, वे लोग अन्य देवताओं की शरण में जाते हैं।
Why cited: Gītā 7.20 (heading the 7.16–20 block): the foil — desire-driven people who go to other gods, unlike the four sukṛtins who come to Kṛṣṇa.

Jīva now walks through Gītā chapter 7 to prove "jñānī" means knower of the Lord. First Kṛṣṇa promises to teach knowledge together with realization, in full (7.2). Then he calls it rarer than even self-realization (7.3). Then, with "earth, water…" (7.4), he declares himself the ultimate cause behind both energies — matter (pradhāna) and the living beings (jīva). From that he is shown to be highest of all and the support of all. Then, even while being the support of all, with "I am the pure fragrance…" (7.9) he takes fault-free worldly qualities — trifling though they are — and, by calling them non-different from himself, shows they are only a faint reflection of his own qualities. And if even those reflected qualities are his, then how much more, and how endless, are his own direct qualities. That is the a fortiori ("kaimutya") force.

Now an apparent problem. Difference between the Lord and everything has just been established. Yet later, in "after many births… the knower, realizing 'Vāsudeva is all,' surrenders to me" (7.19), it sounds as if non-difference — total identity — is being taught. Jīva raises the tension so he can resolve it.

Jīva resolves it with the sun-and-rays example. The sun is the source: the rays are not different from the sun (they are its light), yet the sun is more than its rays and different from them. Map it on: everything is not different from Vāsudeva, since all comes from him; but Vāsudeva is different from everything, since he is more than all of it. The analogy proves one-sided non-difference — the effect belongs to the cause — and stops there: it does not make them flatly identical. Only read this way do the "difference" verses and the "Vāsudeva is all" verse fit together.
वह तो सूर्य और उसकी किरणों के समान है—वासुदेव से सब कुछ अभिन्न है, परन्तु सबसे वासुदेव भिन्न हैं; इसी प्रकार यह वचन संगत बैठता है।
The sun/rays dṛṣṭānta figures acintya-bhedābheda: the rays (world, souls) are non-different from the sun (Vāsudeva) as its own energy, yet the sun is never reducible to its rays.

Here is why. In "Vāsudeva is all," Kṛṣṇa is pointing to knowledge of himself — "that one, adorned with countless great qualities inner and outer, beyond the modes of māyā, is I." So what he settles as the goal is worship of himself. "Knowing Vāsudeva is all" means knowing this qualified, glorious Lord — and that knowing ends in worshipping him.

Among the four, it is this knower of Kṛṣṇa who sets three things aside: any desire for other aims; the oneness-meditation knowledge celebrated in other schools (merging "That" and "thou"); and even the varṇāśrama duties laid down in smṛti. Worshipping Kṛṣṇa alone, he is the highest devotee — and so most dear to Kṛṣṇa, as Kṛṣṇa is to him. This is why Kṛṣṇa states it with the reason attached, in the two verses beginning "teṣām" (7.17–18).

The word "sukṛtinaḥ" (the pious) quietly implies its opposite: those who lack this special merit do not come to Kṛṣṇa but keep cycling in saṁsāra. To bring that out, Kṛṣṇa adds "driven by desires…" (7.20) — the ones whose judgment is stolen, who go to other gods.
'सुकृतिनः' इस पद से यह सूचित हुआ कि विशेष सुकृत के बिना दूसरे लोग संसार में ही भटकते रहते हैं—यह कहने के लिए 'कामैः' इत्यादि कहते हैं।

Viśvanātha explains, like Jīva, that the four named in the Gītā are only pre-stages of pure devotion, and that Rūpa makes the point with "tatra." Then he gives the first example, the distressed one: Gajendra the elephant. Having tasted the Lord's sweetness, he grew greedy for it, gave up his mere wish to end his distress, and afterward became a pure devotee.
