Jīva first spells out what 'all injunctions and prohibitions' means. An injunction is like 'worship at the sandhyā junctions every day.' A prohibition is like 'a brāhmaṇa must not be killed.' The word 'all' covers rules of this kind and every other such rule.

Jīva pins down 'these two.' They are the master injunction — 'Viṣṇu is to be remembered' — and the master prohibition — 'he is never to be forgotten.' Every other rule is a servant of just these two. And Jīva glosses 'servant' plainly: it means subordinate to them, under their control.

Jīva closes with a grammatical note on 'na jātu-cit.' The little word 'cit' is not a separate meaning-word. It only brightens and emphasizes 'jātu' ('ever'). So 'jātu-cit' simply means 'ever at all' — the 'cit' adds force, not a new idea.

Viśvanātha unpacks the positive side. All injunctions are servants of remembering Viṣṇu. So the moment you are actually remembering Viṣṇu, the master they serve is satisfied. And because it is satisfied, everything those injunctions require counts as carried out. Do the one thing they exist for, and you have effectively done them all.
समस्त विधियाँ श्रीविष्णु-स्मरण की किंकर हैं। इसीलिए श्रीविष्णु-स्मरण के किए जाने मात्र से ही विधि द्वारा बोधित सब कर्मों का निर्वाह हो जाता है।
The manuscript reads 'karaṇānarvāhaḥ', which is corrupt; the intended word is karaṇa-nirvāha — 'the carrying-through / accomplishment of the [enjoined] acts.' Rendered here by that working sense per the source's known unevenness.

Now Viśvanātha runs the same logic on the negative side. The prohibitions — against killing cows, killing brāhmaṇas, and countless other sins — are likewise servants of remembering Viṣṇu. So once a person forgets Viṣṇu, their master is abandoned. And then this follows: that person incurs all the endless sins those prohibitions were meant to hold off — as though he had committed every one of them. That, Viśvanātha says, is the meaning of the verse.

prasaṅga: in commentarial logic, an 'unwanted consequence that necessarily follows.' Here it is not a threat but a deduction — forgetting Viṣṇu logically drags in the guilt of every prohibited act, because the prohibitions had no purpose except to keep one in remembrance.

Finally Viśvanātha qualifies 'always.' It means daily, regularly — not literally every passing instant. Why? Because unbroken moment-to-moment remembrance simply cannot be sustained by an ordinary person. And a command no one can carry out would be an empty command — the injunction would lose its authority. To keep the rule valid and doable, 'always' must be read as 'every day.'
'सततम्' का अर्थ है 'प्रतिदिन', न कि 'प्रत्येक क्षण'। क्योंकि प्रत्येक क्षण स्मरण करना असाध्य है, और उसे विधि मान लेने पर विधि के अनुष्ठान न बन पाने से उसके अप्रामाण्य की आपत्ति आ पड़ेगी।
A standard Mīmāṁsā principle: a vidhi must enjoin something performable (anuṣṭheya); an impossible injunction is aprāmāṇya, 'without authority.' Viśvanātha invokes it to read 'satatam' as sustainable daily practice rather than a literally continuous one.
