This one long word names the tool. It is devotion (bhakti) — and by this devotion the untying of L2 gets done. Whose devotion? The devotion is pictured: his feet are lotuses, the toes are the lotus petals, and the loving play (vilāsa) is upon those petal-toes. Now the main clause. The saintly (santaḥ) are the doers. What they do: they untie (udgrathayanti) the karmāśaya — the lodged store of karma inside a person. That store is called 'knotted' (grathitam): it is all tied up, and they undo the knot. Viśvanātha spells out the mechanism: the knot was tied by one's own karma, and it is untied by the opposite kind of action — action done for Bhagavān. And by 'the saintly' he means the Vaiṣṇavas.

Here comes the contrast. 'Not so' (tadvat na): others do NOT untie that knot the way the saintly do. Who fails? Those of empty minds (rikta-matayaḥ) — minds empty of devotion to Bhagavān. And the verse pushes it hard: even the world-renouncers (yatayaḥ api) fail — 'api' means 'even', so this is the strongest case, people who have given everything up. They are further described by a word that starts here and finishes in L4: ruddha- — 'having dammed up' — the streams that turn out to be the senses.

First the word from L3 is completed: sroto-gaṇāḥ — the 'streams' the renouncers dammed are the senses, pictured as a river's currents they tried to block. Then the verse turns straight to you and gives its command: worship (bhaja) him (tam) — take him as your refuge (araṇam, glossed by both commentators as śaraṇam, shelter). And who is 'him'? Vāsudeva — the very Lord who was only hinted at by 'whose' back in L1 is now named at the end. So the whole verse arcs from 'whose feet' (L1) to 'worship that Vāsudeva' (L4).

upalakṣaṇa vs viśeṣaṇa: a viśeṣaṇa is part of what the thing is (like the "blue" in "a blue lotus" — it stays); an upalakṣaṇa only helps you pick the thing out and then drops away (like "the house with the crow on it" — the crow flies off, the house remains). Here "hearing" is an upalakṣaṇa: Sūta says "hearing" only to indicate the entire sequence of devotional practice, so it must not be read as the sole means.

Take the words apart. 'Whose lotus feet' means Vāsudeva's feet, and their toes are the petals of the lotus. 'Play' (vilāsa) he reads as vi-lāsa, a special shining — a radiance in that devotion that grows brighter at every moment. So 'the devotion that is play upon those petal-toes' means a devotion lit up with that ever-increasing glow. And this devotion works in two forms at once: as the practice you take up, and as the goal you reach. What it acts on is the karmāśaya, the lodged stock of karma — here spelled out as the ego built out of karmic latencies — which sits there knotted up.

santaḥ tu — सन्त तो; bhagavat-saundarya-amṛta-ādiṣu — भगवान् के सौन्दर्य-अमृत आदि में; prasārita-cakṣuḥ-ādi-indriya-gaṇāḥ — नेत्र आदि इन्द्रियों को फैलाए हुए; su-dhiyaḥ — सुबुद्धि; sukhinaḥ ca — और सुखी; iti bhāvaḥ — ऐसा भाव है
And the saintly, once more, are the reverse. Instead of damming their senses, they let them stream out — but toward the nectar of Bhagavān's beauty and all such things. Their eyes and other senses flow that way freely. So they end up both wise and happy. That is the sense.
सन्त तो भगवान् के सौन्दर्य-अमृत आदि में नेत्र आदि इन्द्रियों को फैलाए हुए हैं — अतः वे सुबुद्धि और सुखी हैं — ऐसा भाव है।
