He points back to an earlier verse — the one that starts with the word "sālokya" and lists such things. In that verse he had set out how high the devotee stands, the devotee's excellence. That description is the subject here. The sentence is not finished yet; L2 says what becomes of it.
जो पद्य 'सालोक्य' इत्यादि शब्दों से आरम्भ होता है, उसमें भक्त की श्रेष्ठता का निरूपण किया जा रहा है।
sālokya names the first of the well-known liberation-forms (living on the same plane as the Lord); the verse alluded to lists sālokya and its companions as things the pure devotee declines. Here only the pointer word matters — the atom just tags which verse is meant.

Now he says where all that praise is heading. By putting on display how utterly pure devotion is, the account of the devotee's greatness finally settles into one thing: the definition of bhakti itself. So praising the devotee was never a detour. It resolves back into the defining mark of devotion. In short: exalting the devotee is, in the end, defining devotion.
भक्ति की विशुद्धता के प्रकट होने से यह विषय अन्ततः भक्ति के लक्षण में पर्यवसित हो जाता है।
lakṣaṇa — in Nyāya and Vedānta the "defining mark," the single property that fences a thing off from everything else and so states exactly what it is (as "having smoke" would mark off a smoking hearth). Contrast a merely helpful pointer that later drops away — "the house with the crow on it," where the crow only helps you find the house and is no part of what a house is. Here viśuddhatā, devotion's perfect purity, is offered as the true defining mark: praising the devotee's excellence turns out to fix what bhakti essentially is, not just to point at it.
लक्षण — न्याय और वेदान्त में वह असाधारण धर्म जो वस्तु को शेष सब से पृथक् कर उसका यथार्थ स्वरूप ही बता देता है (जैसे 'धूमवत्त्व' अग्निवाले चूल्हे को चिह्नित करता है)। इसके विपरीत उपलक्षण मात्र पहचान करा देने वाला संकेत है जो पीछे छूट जाता है — जैसे 'जिस घर पर कौआ बैठा हो वह घर', जहाँ कौआ केवल घर ढूँढ़ने में सहायक है, घर के स्वरूप का अंग नहीं। यहाँ भक्ति की विशुद्धता ही उसका सच्चा लक्षण ठहरती है : भक्त के उत्कर्ष की प्रशंसा अन्ततः यह निश्चित कर देती है कि भक्ति स्वरूपतः है क्या — वह केवल संकेत मात्र नहीं करती।
